Franck Lebeugle has officially taken up his duties as director of the certification activities of the Afnor Group in France, known in particular for its brands such as NF, AFAQ and the European Ecolabel. He succeeds Florence Méaux.
Born in 1974, a former student of the Ecole Polytechnique and a graduate of the National Higher School of Telecommunications, Franck Lebeugle devoted the first part of his career, between 1999 and 2007, to the standardization and deployment of 3G mobile networks within the Orange Group.
After participating in the responses to the tenders for 3G licences in Spain, the Netherlands and France, he defended the interests of the telecommunications operator within the third Generation Partnership Project ("3GPP") standardization group on the Radio Access section. In 2007, he joined the Higher Council of Audiovisual as head of the television broadcasting department, to continue and industrialize the deployment of the digital terrestrial television (TNT) network in France.
Deputy Director in charge of digital television in 2009, he is leading the transition to all-digital television, alongside the public interest group France Télé Numérique.
Starting in 2012, as Director of Technology, Franck Lebeugle contributed to the development and implementation of the digital development strategy for the audiovisual sector: progressive generalization of high definition with the arrival of six new channels in 2013, a construction of intensification of the number of radio stations available in FM and the first broadcasts of digital terrestrial radio in June 2014.
Franck Lebeugle succeeds Florence Méaux, appointed to the Council of Ministers delegated for the renovation of the state's governing director.
